Counterintelligence was built for nation-states, but the threat model has migrated. Foreign intelligence services, China’s in particular, now target private-sector IP, supply chains, and personnel with the same tradecraft once reserved for government secrets. Yet most companies have no CI capability at all. They buy threat intelligence feeds that tell them what happened last week to someone else and call it a program. Drawing on 34 years of CIA operations, four tours as Chief of Station, and direct leadership of some of the most consequential espionage cases in recent decades, including service as CIA’s Chief of Counterintelligence and architect of the Agency’s gold-standard insider threat program, the speaker lays out what a real counterintelligence posture looks like inside a civilian organization. The talk covers the essential difference between reactive threat intelligence and proactive counterintelligence, the minimum viable CI program a CISO should build, and the specific ways foreign adversaries recruit and exploit insiders in the private sector.
